Joseph Scatliffe MRICS, PQS
Joseph serves the director of cost management and principal cost consultant at J.R. Scatliffe Consulting Inc. bringing over 29 years of extensive Canadian and international experience to the building industry.
Throughout the past 17 years, he has supported both public and private sector project teams, providing expert guidance in planning and budget development for large-scale, complex capital initiatives. His portfolio includes adaptive reuse and rehabilitation projects, as well as feasibility studies with budgets over CAD$500 million.
Joseph’s expertise extends to significant projects such as low and mid-rise residential apartment buildings, long-term care facilities, educational institutions, and office developments. He is committed to maintaining rigorous control over construction costs at every stage of the design process. Driven by a passion for excellence, Joseph looks forward to continuing to deliver trusted cost management solutions to the building industry for years to come.

Professional Affiliations
Joseph is a member of the Ontario Association of Certified Engineering Technicians and Technologist (OACETT), the Canadian Institute of Quantity Surveyors (CIQS), and the Royal Institution of Chartered Surveyors (RICS). He has served as Ottawa Chapter Chair and Representative on the CIQS – Ontario Board of Directors in the capacity of Registrar and Secretary/Treasurer between 2015 and 2017.
