Joseph Scatliffe MRICS, PQS
Joseph is the director of cost management and principal cost consultant at J.R. Scatliffe Consulting Inc. with more than 27 years of Canadian and International work experience in the building industry.
As a cost consultant over the last 14 years, Joseph has worked with project teams in the public and private sectors advising on planning and budget development for large, complex capital projects. Some of these projects focused on adaptive reuse/rehabilitation and feasibility studies with budgets ranging from CAD$275 million to CAD$425 million.
Other substantial projects Joseph has worked on include low and mid-rise residential apartment buildings, long-term care facilities, schools and universities, and office buildings. His professional emphasis is on the control of construction costs during various stages of the design process, and he looks forward to continuing to serve the building industry for years to come.

Joseph is a member of the Ontario Association of Certified Engineering Technicians and Technologist (OACETT), the Canadian Institute of Quantity Surveyors (CIQS), and the Royal Institution of Chartered Surveyors (RICS). He has served as Ottawa Chapter Chair and Representative on the CIQS – Ontario Board of Directors in the capacity of Registrar and Secretary/Treasurer between 2015 and 2017.
